Ohio largest teachers' union says it welcomes Gov. John Kasich's effort to increase the money going to schools but questions how individual district allotments are being determined.
Ohio Education Association president Becky Higgins said in a statement Wednesday that the union's concerns are echoed by lawmakers in both parties.
Kasich's $72.3 billion, two-year operating budget increases school foundation funding by $700 million. However, more than half of public school districts get less state money under the plan, largely because of funding formula changes intended to better reflect a district's capacity to raise revenue.
But Higgins said it's unclear what makes one district "needy" and gives another the "capacity" to raise local revenues.
State education officials say the budget marks a transition to a fairer, more streamlined system.
